National Technology Leadership Project (NTLP) on New Materials and Chemistry

Description: In terms of chemistry, the new NTLP will focus on the development of small- and medium-scale products. In the industry of composite materials, as it is noted, the priority is the production of initial components for composites. In all areas, 55 critical process chains are to be established, and the production of several hundred intermediate products is to be mastered. The perimeter of NTLP will include about 150 projects, which should be realised till 2030.

Development of the Federal Chemistry Centre in Usolie-Sibirskoye

Location: Irkutsk region, Usolie-Sibirskoye

Timeframe: Untill 2030

Investment volume: 2 trillion RUB

Description: As a result of the analysis and discussion, 51 production facilities were proposed to be launched in Usolye-Sibirskoye, with plans to produce more than 1,000 nomenclature items. The first stage will include the launch of yellow phosphorus production (up to 50,000 tonnes). The second stage will include the production of chlorine chain using the membrane electrolysis method with further production of phosphorus trichloride (99,000 tonnes per year). The soda and hydrogen produced as by-products will be used in the production of other products. The third stage is the launch of glyphosate production. Also, part of the chlorine will be directed to the production of epichlorohydrin, and the latter will be used for the production of epoxy resins. It is assumed that production waste will also be used for manufacturing products. The project includes the production of pyrophosphoric acid for metallurgy, phosphoric slag for the construction industry, caustic soda for the chemical industry, etc. It is necessary to employ 10 thousand workers at the announced production facilities alone. The operator also sees in the future at the industrial site the establishment of a kind of Technopark for small and medium-sized businesses working in small-scale chemistry with the products of the main production of the Federal Centre of Chemistry.

Construction of a sorbent plant

Operator/Initiator: Aktivnie ugli Ltd.

Location: Kemerovo region, Novokuznetsk

Timeframe: 2027

Investment volume: 13 billion RUB

Description: Novokuznetsk-based Aktivnie ugli Ltd., owned by Topprom Holding, plans to build a plant for the production of industrial sorbent based on hard coal. According to the press service of Topprom, the creation of new production facilities for deep coal processing is envisaged by the programme for the development of the Russian coal industry for the period up to 2030, and the development of coal chemistry is also among the priority tasks. The announced project envisages 13 billion roubles of investments and the generation of 200 new jobs. It is planned that “in terms of its qualitative characteristics the sorbent of the new plant will correspond to the world analogues and will be used for purification from impurities of various media: air, water, solutions, gases and soil” in industrial production. The plant is scheduled to be launched in 2027 and will provide up to 70% import substitution in its segment of the Russian market.

Polymer Technology Piloting Centre

Investment volume: 6 billion

Description: The new research centre will speed up the development of special components and the launch of in-demand synthetic materials based on them. SIBUR is building a Centre for Piloting Basic Polymer Production Technologies in Tobolsk, the launch of which will reduce the time it takes to bring new products to market by up to 10 times. The hardware configuration of the project enables testing of more than 90% of the range of existing and promising basic polymer production technologies, making it unparalleled in the world. The budget for the project delivery exceeds 6 billion roubles. It will also test the Company’s developments in the production of catalysts – special components for polymer production – including chromium, titanium-magnesium and metallocene catalysts. In the future, the piloting centre will open up additional opportunities not only for the development but also for licensing of these technologies. The design capacity of the centre will be up to 300 tonnes per year. The infrastructure of the centre is unique in that it will allow testing a wide range of polyethylene and polypropylene grades, the output of which in Russia is 5.3 million tonnes annually, with the potential to grow to 6 million tonnes per year in the horizon of 2028, and to do so in different modes and configurations.

Modernisation of Togliattiazot JSC

Investment volume: 150 billion

Description: Togliattiazot JSC (TOAZ) is going to increase ammonia production from 3.5 million tonnes to 4 million tonnes per year (14% growth) and carbamide production from 1.76 million tonnes to 3.9 million tonnes (2.2 times growth) by 2035. According to the annual report, this is envisaged by the approved development strategy of the Company for 2024-2035. The Company also plans to develop its product portfolio by processing carbamide and ammonia into higher value-added products. The plant may allocate more than 150 billion RUB for development until 2035. The strategy includes the construction of the 4th and 5th carbamide units with a capacity of 850,000 tonnes per year each (CAPEX for the projects is estimated at 44.02 billion RUB and 45.2 billion RUB, respectively), nitric acid units with a capacity of 690,000 tonnes per year (CAPEX 11.2 billion RUB), and nitric acid units with a capacity of 690,000 tonnes per year (CAPEX of 11.4 billion RUB), ammonium nitrate with a capacity of 786,000 tonnes per year and carbamide-ammonia mixture with a capacity of 500,000 tonnes per year (CAPEX of 25.2 billion RUB), melamine with a capacity of 200,000 tonnes per year (CAPEX of 27 billion RUB) and NPK with a capacity of 100,000 tonnes per year (CAPEX of 350 million RUB).

New potassium chloride production

Operator/Initiator: Uralkali PJSC

Location: Perm Territory, Solikamsk

Stage: Construction work

Timeframe: Until 2035

Investment volume: 70.5 billion

Description: Uralkali will launch a new potassium chloride production facility in the Perm Territory by 2035. Investment in the project will amount to 70.5 billion. Uralkali plans to realise an investment project that involves the introduction of modern technologies in order to develop serial production of potassium chloride in the amount of 2.3 million tonnes per year. The project will increase sales volumes, expand Uralkali’s presence in the global and domestic markets, and generate new high-performance jobs. The Company’s investment in the project until 2035 will amount to 56.2 billion, with another 14.3 billion in borrowed funds.
